What are the major differences between our PEO and our ASO Agreements? You keep the HR functions you want & assign dmDickasonHR what you don’t!

While both ASOs and PEOs provide HR and Payroll support, the key difference lies in their relationship with the employees.  A PEO acts as a co-employer” sharing certain legal responsibilities with a client company.  An ASO, on the other hand, simply handles administration tasks without taking on any legal obligations, leaving the client company solely responsible of its employees.

For businesses seeking to retain full control over their workforce while reducing administrative headaches, an ASO can be a suitable option.

Like PEOs, an ASO handles a range of HR services including payroll processing, benefits administration support and risk & safety management.  ASOs also provide unemployment claims and workers compensation claims control.  ASOs help businesses stay compliant with labor laws and employment tax regulations by offering guidance on federal, state and local requirements.  We also assist with tasks like assisting you with W-2s and W-9 forms, handling payroll deductions, PTO time and attendance, and managing documentation.  By providing compliance support, ASOs help companies reduce risk vulnerabilities and costly tax penalties due to HR-related violations.

Unlike PEOs, ASOs do not require a Co-Employment agreement when the ASO acts more in line with providing Administrative Services Only (ASO).  The client company retains all HR decision-making power.  The ASO acts as a support resource handling administrative tasks while the business itself maintains  control over hiring, firing and other employee-related decisions.

This arrangement can appeal to companies that prefer to stay in total control and manage their workforce autonomously while outsourcing compliant administrative work.  A ton of flexibility while benefiting from dmDickason’s 50 years of local HR experience.

Businesses may prefer an ASO to a PEO model for the following reasons:

    • Suitable for most industries. ASOs are not subject to any underwriting or rigorous risk assessments
    • Flexible services: Depending on the terms of the Administrative Services Agreement, companies can select, add, change or delete specific HR services they require, allowing for a more customizable / scalable approach to HR outsourcing
    • Control: ASOs (also referred to as Administrative Services Only) generally help with the administration of HR-related tasks only, while the client business retains control over their HR processes
    • A co-employment relationship with the client and its employees does not exist in an ASO. In the PEO arrangement a Co-Employment relationship does exist, which involves a written contractual allocation and sharing of certain employer responsibilities and liabilities between the client and PEO. With an ASO
    • Businesses that choose an ASO also have more flexibility to select their own benefit carriers and plans. Unlike a PEO, which can negotiate insurance rates and benefits for its members, ASOs do not offer group policies or plans. While dmDickason’s ASO offers benefits administration technology and assistance with your existing group plan, the business is responsible for sponsoring its own benefits plans
    • The ability to pay independent contractors: Most PEOs cannot process wage payments for independent contractors, whereas ASOs can help businesses manage 1099 worker payments
    • Scope & Support: ASOs may not offer the comprehensive range of services that PEOs provide since they do not share co-employer liability with the client company, requiring a business to manage certain aspects internally. Clients continue to be fully responsible and liable for all legal matters; other than those responsibilities and liabilities assigned under a written Client Services Agreement between the client company and the ASO.
    • Workers’ Compensation: An ASO might be a better choice for any Employer that insists on keeping their own Workers’ Compensation Policy
