Like PEOs, ASOs also offer a full-range of flexible HR solutions. Unlike our classic PEO model, our ASO allow businesses to select (or “carve-out”) their most needed HR & Payroll functions and tailor a program specifically to the client’s needs and budget.

The term ASO was established by the PEO industry in the late 1990s in order to distinguish between “select” administrative support of an ASO, and “full-scale” administrative and management support of a Professional Employer Organization (PEO). Also known as Administrative Services Only, an ASO offers flexible HR solutions for small and mid-sized businesses without taking on the role of a Co-Employer.

While both ASOs and PEOs provide a full-range of HR and payroll support, the principle difference between an ASO and a PEO lies in their relationship with the client’s employees. A PEO acts as a Co-Employer, sharing certain responsibilities and limited liability with their client. An ASO does not operate under a Co-Employment model. The client, not the ASO, remains the sole Employer-of-Record for all purposes.
